Suhr sets women's indoor pole vault record

ALBUQUERQUE, N.M. (AP) ? Jenn Suhr set a women's pole vault indoor record by clearing 16 feet, 5? inches Saturday at the USA Track & Field Indoor National Championships.

Suhr cleared the bar with plenty to spare on her first attempt. Yelena Isinbayeva of Russia set the previous record last year at 16-5?.

"I was in a groove, I guess you could say," said Suhr, from Churchville, N.Y. "This was the goal. I had one number in mind. It was funny, all day we talked about one number, then (coach and husband Rick Suhr) was like 'If you hit 5.02 (meters), then we're going 5.07. I was like, 'That's not the number you're changing it on me.' But I knew what he was planning and I wanted to take a good shot at it. I was looking at 5.02 and that's what I got. So that already called the day for me."

It was the sixth straight national title for Suhr and seventh overall.

She cleared 15-8 3-4 at a meet last week and Suhr said that gave her the confidence that she could take it higher.

"Going into it, I just knew that if I hit my take off, and drove into the pole, it was going to be a clearance because I was doing all the work I needed to in the air," she said. "I'm glad that I got 5 meters out of the way, 5.02, because it is a mental barrier and once you clear it, 4.80 is going to look really bad to me."

In the women's 3,000 meters, Chelsea Reilly dove for the finish line to edge out Emily Infeld and Lisa Uhl with a time of 9 minutes, 23.12 seconds.

Reilly was 0.12 seconds ahead of Infeld and 0.25 seconds in front of Uhl.

"It was a pretty dramatic finish," Reilly said. "I just wanted to get across the line first. That's all that matters here."

As she neared the finish, "I just kind of dove across the finish line," Reilly said. "That would have been the worst thing to get nipped at the finish so I wanted to anything I could to make sure that didn't happen. I was just going for it."

SpaceX capsule's engine problem fixed

CAPE CANAVERAL, Fla. (AP) ? SpaceX says it looks like an engine problem with its orbiting Dragon capsule has been fixed. But the vessel's arrival at the International Space Station with a load of supplies will be delayed.

The private spacecraft ran into trouble with its thrusters shortly after liftoff Friday morning.

SpaceX founder Elon Musk says all four sets of maneuvering thrusters should be working soon. The problem might have been caused by a stuck valve or line blockage.

But the delay means that the unmanned Dragon won't get to the space station on Saturday.

The California-based company has a contract with NASA to make a dozen deliveries to restock the space station. This is the third trip by a Dragon capsule to the station.

Super-majority tax law struck down in Washington state

SEATTLE (Reuters) - Washington state's Supreme Court made it easier for lawmakers to raise taxes on Thursday, striking down as unconstitutional a voter-approved law that required a two-thirds majority of the state legislature to approve such increases.

In a 6-3 vote, the court ruled against an initiative launched by conservative political activist Tim Eyman and twice approved by voters, most recently in November, to require a super-majority to raise taxes.

The court instead decided that half of the state's lawmakers, plus one, or a simple majority, could vote to increase taxes in the cash-strapped Pacific Northwest state, which collects no personal income tax.

"Our holding today is not a judgment on the wisdom of requiring a super-majority for the passage of tax legislation," the court ruled in its majority opinion. "Should the people and the legislature still wish to require a super majority vote for tax legislation, they must do so through constitutional amendment, not through legislation."

The ruling came as the state faces court-imposed mandates to fully fund basic K-12 public education, with a total of $4.5 billion needed by 2019, beginning with $1.4 billion from 2013 to 2015, according to the Washington State Budget & Policy Center.

Lawmakers are also grappling with a $1 billion deficit and transportation infrastructure problems.

The League of Education Voters, a plaintiff in the case, called the ruling a "huge win for kids and schools," and Democratic Governor Jay Inslee hailed the ruling as protection for the state's constitution.

"The supermajority requirement gave a legislative minority the power to squelch ideas even when those ideas had majority support," Inslee said in an emailed statement.

Seattle Mayor Mike McGinn also applauded the ruling for a "common sense" approach "to fully fund education and invest in our transportation system."

But Republican state Senator Pam Roach of Auburn warned the ruling could open "the floodgates of taxation."

A proposal for a permanent state constitutional amendment to require a two-thirds super-majority was expected to pass a committee in the Republican-dominated Senate later on Thursday, Roach said.

"We have a lot of pent-up tax bills from last session. We know what's in the offing. Those tax bills are likely to begin to pass, but probably not in this session," Roach told Reuters.

Eyman, who did not immediately return calls by Reuters, launched the initiatives to stay ahead of potential tax increases.

Cop fired for shooting 41 times at suspect, killing him

A Texas police officer who fired 41 shots at a chase suspect in August has been fired.

The Garland Police Department confirmed that it fired Officer Patrick Tuter after an internal investigation into the Aug. 12, 2012, shooting.

Michael Allen, 25, was shot and killed after a high-speed chase that began in Garland and ended in Mesquite, Texas. Allen was wanted on suspicion of eluding police in Sasche a few days earlier.

Garland police spokesman Officer Joe Harn said Tuter violated the department's general order of use of force and its pursuit protocol.

The department at first said that Tuter opened fire in fear of his life, but dashboard camera video raised concerns after it showed that Tuter had rammed Allen's truck and fired 41 shots after he cornered Allen. Tuter reloaded twice, police said.

"He did not deserve the death sentence," said Allen's mother, Stephanie Allen. "Patrick Tuter was not judge and jury, and that's what he made himself out to be."

Allen's father, Randy Allen, said he is glad the department finally acted on the matter because he doesn't want any other families to feel what he, his wife and his son's 4-year-old daughter feel every day.

"Maybe the streets are safer now," he said.

The Allens have filed a wrongful death lawsuit against Tuter, seeking damages in their son's death.

The lawsuit says that Michael Allen did not have a weapon and did not pose a threat to officers. The lawsuit also says that Tuter's use of force was excessive.

"That's what tears me up -- that they weren't only just excessive, it was excessive on top of excessive," Randy Allen said.

'Justified'
The Allens said their son should not have run from police but also know that nothing can bring him back.

Tuter's attorney said his client does not agree with the department's decision to fire him and will appeal.

"The indefinite suspension was based upon alleged violations of the Garland Police Department's internal, administrative policies," the attorney said in a statement. "However, Officer Tuter's actions were justified under this state's penal code, and the indefinite suspension will be appealed under state civil service law."
