WASHINGTON (AP) ? Citing historically low mortgages, President Barack Obama is pressing Republicans to back housing policies the White House says would help struggling homeowners refinance their debts and prevent foreclosures.

Obama is blaming congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers who have not been able to get out from under burdensome mortgages. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

"Here we are - seven months later - still waiting on Congress to act," Obama said Saturday in his weekly radio and Internet address.

Congress has recessed and is not scheduled to return until after the November elections.

"Instead of worrying about you, they'd already gone home to worry about their campaigns," the president said.

Obama's push comes as home prices have been rising across the United States. National home prices increased 1.2 percent in July, compared with the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday.

In the Republican weekly address, Arizona congressional candidate Vernon Parker said the U.S. corporate tax rate is pushing jobs overseas. He said he agrees with GOP presidential candidate Mitt Romney and his running mate, Paul Ryan, "that we need to stop all the looming tax hikes and develop a pro-growth tax code that brings jobs home and keeps jobs here."

He also called for the repeal of Obama's health care law.

An isolated outbreak of a deadly disease known as acute hemorrhagic fever, which killed two people and left one gravely ill in the Democratic Republic of Congo in the summer of 2009, was probably caused by a novel virus scientists have never seen before.

Described this week in the open-access journal PLoS Pathogens, the new microbe has been named Bas-Congo virus (BASV) after the province in the southwest corner of the Congo where the three people lived.

It was discovered by an international research consortium that included the University of California, San Francisco (UCSF) and University of California, Davis (UCD), Global Viral, the Centre International de Recherches M?dicales de Franceville in Gabon, the Institut National de Recherche Biom?dicale, Kinshasa in the Democratic Republic of the Congo, Metabiota and others.

"Known viruses, such as Ebola, HIV and influenza, represent just the tip of the microbial iceberg," said Joseph Fair, PhD, a co-author and vice president of Metabiota. "Identifying deadly unknown viruses, such as Bas-Congo virus, gives us a leg up in controlling future outbreaks."

"These are the only three cases known to have occurred, although there could be additional outbreaks from this virus in the future," said Charles Chiu, MD, PhD, an assistant professor of laboratory medicine at UCSF and director of the UCSF-Abbott Viral Diagnostics and Discovery Center, who spearheaded the UCSF effort to identify the virus. Chiu and his team continue to work on new diagnostics to detect the virus so that health officials in Congo and elsewhere can quickly identify it should it emerge again.

One odd characteristic of the Bas-Congo virus, Chiu said, is that while a number of other viruses in Africa also cause deadly outbreaks of acute hemorrhagic fever?Ebola virus, Lassa virus and Crimean-Congo Hemorrhagic Fever virus to name a few ?the new virus is unlike any of them.

Genetically it is more closely related to the types of viruses that cause rabies, which are known to infect people with a very different sort of disease?a neurological illness that is uniformly fatal if untreated but may take months to develop.

An antibody test developed in this study was applied to the one patient who survived and to others who had come into contact with him. It suggested that the disease may be spread from person to person but likely originated from some other source, such as an insect or rodent.

The identity of this animal "reservoir" and the precise mode of transmission for the virus remain unclear and are currently being investigated by Metabiota and the central African members of the consortium through the PREDICT Project of USAID's Emerging Pandemic Threats Program.

How the New Virus Emerged

In the summer of 2009, a 15-year old boy in a small rural community called Mangala village suddenly fell ill and developed a bleeding nose, bleeding gums and bloody vomit. He rapidly worsened, dying within three days of the first signs of illness.

A week later, a 13-year old girl who attended the same school and lived in the same neighborhood as the boy came down with a similar, serious illness. She declined just as rapidly and also died within three days. One week after that, the male nurse who cared for this girl began showing the same symptoms, and he was transferred to a hospital in Boma, a nearby port city that sits along the Congo River upstream from Africa's Atlantic coast.

Members of the consortium, who had initiated a project to diagnose unusual cases of severe hemorrhagic fever, obtained blood samples collected from the nurse by the Congolese doctors and sent them to the laboratory of Eric Leroy, PhD, doctor of veterinary medicine at the Centre International de Recherches M?dicales de Franceville in Gabon. There the samples were tested for traces of any known virus, but nothing was found. The Metabiota scientists then solicited the expertise of Chiu at UCSF and Eric Delwart at the Blood Systems Research Institute (BSRI) in San Francisco to aid in the diagnosis.

The researchers ultimately identified a completely new virus as the cause of the mysterious illness through a powerful strategy for identifying novel pathogens known as "deep sequencing," in which millions of DNA sequences are generated from a clinical sample and then pieced together using computer algorithms combined with human analysis.

Distinct Attributes of Bas-Congo

The Bas-Congo virus belongs to a family of viruses known as the rhabdoviruses, a large family of viruses that infect plants, insects and mammals, including humans. The most famous member of this family is the virus that causes rabies. But even among the rhabdoviruses, Bas-Congo is something of an outlier, being very genetically distinct from other members of the family.

What's most unusual about this virus, though, said Chiu, is what it does to people.

No other rhabdoviruses are known to cause the acute, rapid and deadly hemorrhagic fever seen in the three cases in the Congo. Rabies, for instance, can be a deadly disease if untreated, but the course of rabies in humans is nothing like the rapid and deadly onset seen with the Bas-Congo virus. There is some precedent, however, for hemorrhagic disease from rhabdoviruses in the animal kingdom: fish rhabdoviruses are known to cause hemorrhagic septicemia?acute bleeding and death?in affected fish.

The third patient had enormous amounts of BASV in his bloodstream just two days after he fell ill?more than a million copies in every milliliter of blood.

The BASV sequence was also used to design an antibody test for the virus, an effort led by Graham Simmons at the BSRI, another member of the consortium. Antibodies are blood immune proteins produced in response to an infection. The antibody test allowed the researchers to screen both the third patient with acute hemorrhagic fever and other people who had come into contact with the third patient, including the nurse who cared for him in the Boma hospital. High levels of BASV-specific antibodies were found in the third patient, establishing that he indeed had been infected with Bas-Congo virus. The same antibodies were also found in the second nurse, even though he never actually became sick.

"What this suggests is that the disease may be transmissible from person to person?though it's most likely to have originated from some other source," said Nathan Wolfe, PhD, founder and chairman of Global Viral, and a co-author on the paper. "The fact that it belongs to a family of viruses known to infect a wide variety of mammals, insects and other animals means that it may perpetually exist in insect or other 'host' species and was accidentally passed to humans through insect bites or some other means."

Donald Trump yesterday purchased the mansion on the Kluge estate in Charlottesville, Va., the Washington Post reported. The real estate magnate had already owned the vineyard, Trump Winery, and other land on the estate.

In a video on the Trump Winery?s website, Eric Trump details the extent of his family?s renovations to the winery since acquiring it nearly a year ago.

?Now we?ve got to find out what?s next,? Eric Trump told the Post.

There are several options, including converting the estate?s land into a golf course, converting the house into an inn or flipping it, along with up to 500 acres of land, while keeping the vineyard in operation.

The $6.5 million price paid for the mansion marks a significant discount. Patricia Kluge, who received the whole property in the wake of her divorce from the late media mogul John Kluge, defaulted on her loans. Bank of America held a $22.8 million mortgage for the mansion and bought it back for $16 million.

MEDINAH, Ill. (AP) ? The question used to come up every other year when the Americans began looking ahead to the Ryder Cup.

"Who's their Peter Baker?"

Europe always had at least one player the Americans didn't know anything about until losing to him. Baker played in only one Ryder Cup, going 3-1 in 1993 and winning a singles match against Corey Pavin, one of the toughest guys to beat in match play.

Those days are gone. As golf has expanded its borders, the Ryder Cup no longer has any mystery guests.

Eight of the Europeans have joint membership on the PGA Tour, and all eight have homes in Florida. Luke Donald of England, who has the best winning percentage of anyone at Medinah, lives about 45 minutes away on the north side of Chicago. The only Ryder Cup rookie for Europe is Nicolas Colsaerts, the big hitter from Belgium. With the majors and World Golf Championships, he already has played eight times in America this year, and has been invited to play in a PGA Tour event in two weeks in California.

There are no surprises in this Ryder Cup, only stars.

"Both teams are pretty much even and it's going to be a close match," European captain Jose Maria Olazabal said. "I don't see any favorites."

When the matches get under way Friday at Medinah, they will feature the two strongest teams in the 85-year history of the Ryder Cup. The entire 12-man team for the United States was part of the 30-man field at the Tour Championship last week in Atlanta, joined by five of the seven Europeans who were eligible.

For the first time, the 24 players from both sides are among the top 35 in the world ranking.

Europe has four major champions and four players who have been No. 1 in the world. Three of the four rookies for the U.S. team have won majors in the last 13 months ? Keegan Bradley, Bubba Watson and Webb Simpson. The Americans have experience at the top ? Tiger Woods, Phil Mickelson and Jim Furyk collectively have played in 21 Ryder Cups and 90 matches. The Europeans have experience where it matters ? winning.

It all starts to unfold Friday morning before a raucous crowd in the Chicago suburbs with a Ryder Cup that has all the trappings of a heavyweight prize fight.

About the only thing missing has been fodder for the tabloids. Familiarity in this event is breeding civility, not contempt.

"This is not a war. It's a golf watch," U.S. captain Davis Love III said. "It's a friendly golf match."

It wasn't always that way, especially when Europe began to win and then the Americans started to care. Seve Ballesteros was the spiritual leader of those European teams, using the Ryder Cup as a chance for them to prove they were not second-class citizens to the PGA Tour. And it didn't help when the marketing slogans promoted a contentious week, whether it was the "War on the Shore" or the "Battle at Brookline."

By the sound of so many players, they might as well be cuddling in Chicago.

"Love Ian Poulter to death," Watson said Wednesday.

Most evident about this shift in the Ryder Cup was Monday afternoon at an airport some 45 minutes away. Olazabal flew over from London with the gold Ryder Cup trophy. Only three players from his team traveled with him, because the rest already were in America.

Paul Lawrie, back after a 13-year absence in the Ryder Cup, remembers 11 players on the plane when they traveled to Boston in 1999. The exception was Jesper Parnevik, who had moved to Florida years earlier.

"I think there's definitely less of a 'them-and-us' type of thing now from everybody's point of view," Lee Westwood said. "The players play with each other a lot more regularly since the start of the World Golf Championships, and the fact that the top world-ranked players get pulled together a lot more regularly. There's a feeling that the crowd knows the European players a lot better."

Has it become too friendly?

Not long after the Presidents Cup began in 1994, the International team complained that they should have a home game instead of always playing in America. Fred Couples suggested moving the matches to Lake Nona in Florida, where most of the international players lived. Now, there are five Europeans at Lake Nona ? Poulter, Graeme McDowell, Justin Rose and Peter Hanson are permanent residents, and Sergio Garcia also has a home there.

The mere suggestion that the Ryder Cup turns soft was enough to make Poulter shudder.

"It means too much," Poulter said. "It means too much to Europe. It means too much to us for it to ever lose that edge."

Not even Medinah figures to produce much of an advantage to the Americans. About half the members on each team played in the PGA Championship on this tree-lined course in 2006, and so many of them play an American brand of golf these days, anyway. They are used to fast greens. Love has ordered the rough to be cut down to help his power hitters, but Europe has its share of power.

The difference figures to be the home crowd. Thousands of fans dressed in red, white or blue have crammed into Medinah over the last few days, yelling chants of "U.S.A! U.S.A!" when they see the Americans walk to the first tee or onto the driving range.

As the matches drew closer to starting, there was chirpiness to the chatter. The Americans felt as though Europe had some of its official party in the grandstand behind every hole, watching to see how the Americans practice and even counting off the steps by a caddie to figure out potential hole locations.

Poulter caused a brief stir when he said that he had many friends in America, "but, boy, do you want to kill them in Ryder Cup."

Mickelson has been involved in the Ryder Cup longer than any player on either team. He made his debut in 1995, playing alongside five players who would go on to become U.S. captains. The next seven captains for Europe played in that Ryder Cup.

The way Mickelson sees it, only the competition remains intense.

"I think over the last 20 or 30 years, a lot of the animosity that might be there because they don't know each other is gone, because we do spend so much time with each now, especially the best players on the team," Mickelson said. "I think a lot of strong relationships are formed. And I don't see one week affecting that."

This technique is always good for a laugh and sometimes brings down the house.

Invite two people on stage that have opposite roles. It works particularly well with husband/wife , boyfriend/girlfriend, employee/boss

Have them play the role of the other person, i.e., the husband acts as if he is the wife and vice versa. You could have some funny props like a wig to put on the guy and give the wife a handyman's tool belt, etc. (In many cases you will find it hard to continue at this point because everyone will be laughing so hard just from the site on stage.)

Brainstorm questions to have the pair ask each other and have them answer as if they were the other person. Write these out for both of them.

Example:

Have the husband (who is playing the part of the wife), ask the wife who is playing the part of the husband, "where do you think you are going with those golf clubs?" Either write funny answers for them like, "I was going out to the garden to use them to hold up the tomato plants" or just let them ad lib.

You could have competition between pairs for the best answers and give out prizes.

This is a very fun technique, but you really need to brainstorm on some funny questions and answers in case the people on stage aren't fast enough to think up funny stuff on their own.

The brain that revolutionized physics now can be downloaded as an app for $9.99. But it won't help you win at Angry Birds.

While Albert Einstein's genius isn't included, an exclusive iPad application launched Tuesday promises to make detailed images of his brain more accessible to scientists than ever before. Teachers, students and anyone who's curious also can get a look.

A medical museum under development in Chicago obtained funding to scan and digitize nearly 350 fragile and priceless slides made from slices of Einstein's brain after his death in 1955. The application will allow researchers and novices to peer into the eccentric Nobel winner's brain as if they were looking through a microscope.

"I can't wait to find out what they'll discover," said Steve Landers, a consultant for the National Museum of Health and Medicine Chicago who designed the app. "I'd like to think Einstein would have been excited."

After Einstein died, a pathologist named Thomas Harvey performed an autopsy, removing the great man's brain in hopes that future researchers could discover the secrets behind his genius.

Harvey gave samples to researchers and collaborated on a 1999 study published in the Lancet. That study showed a region of Einstein's brain ? the parietal lobe ? was 15 percent wider than normal. The parietal lobe is important to the understanding of math, language and spatial relationships.

The new iPad app may allow researchers to dig even deeper by looking for brain regions where the neurons are more densely connected than normal, said Dr. Phillip Epstein, a Chicago-area neuroscientist and consultant for the museum.

But because the tissue was preserved before modern imaging technology, it may be difficult for scientists to figure out exactly where in Einstein's brain each slide originated. Although the new app organizes the slides into general brain regions, it doesn't map them with precision to an anatomical model.

"They didn't have MRI. We don't have a three-dimensional model of the brain of Einstein, so we don't know where the samples were taken from," said researcher Jacopo Annese of the Brain Observatory at the University of California, San Diego. What's more, the 1-inch-by-3-inch Einstein slides on the app represent only a fraction of the entire brain, Annese said.

Annese has preserved and digitized another famous brain, that of Henry Molaison, who died in 2008 after living for decades with profound amnesia. Known as "H.M." in scientific studies, Molaison participated during his life in research that revealed new insights on learning and memory.

A searchable website with images of more than 2,400 slides of Molaison's entire brain will be available to the public in December, Annese said.

"There will be another Einstein and we'll do it like H.M.," Annese predicted. For now, he said, it's exciting that the Einstein brain tissue has been preserved digitally before the slides deteriorate or become damaged. The app will spark interest in the field of brain research, just because it's Einstein, he said.

"It's a beautiful collection to have opened up to the public," Annese said.

Some may question whether Einstein would have wanted images of his remains sold to non-scientists for $9.99.

"There's been a lot of debate over what Einstein's intentions were," museum board member Jim Paglia said. "We know he didn't want a circus made of his remains. But he understood the value to research and science to study his brain, and we think we've addressed that in a respectful manner."

Paglia said the app could "inspire a whole new generation of neuroscientists."

Proceeds from sales will go to the U.S. Department of Defense's National Museum of Health and Medicine in Silver Spring, Md., and to the Chicago satellite museum, which is set to open in 2015 with interactive exhibits and the museum's digital collections.

New Haven, Conn. The water quality of lakes and coastal systems will be altered if hurricanes intensify in a warming world, according to a Yale study in Geophysical Research Letters.

Bryan Yoon, the study's co-author and a doctoral student at the Yale School of Forestry & Environmental Studies, found that last summer during Hurricane Irene the worst storm in the New York area in 200 years record amounts of dissolved organic matter darkened Catskill waters and affected the Ashokan Reservoir that supplies New York City with drinking water.

"This is the biggest rain event ever sampled for the region," said Yoon, who conducted the study with Pete Raymond, professor of ecosystem ecology at Yale.

As a primary source of drinking water for New York City, the Catskill Mountains is designated as forest preserve, and roughly 62 percent of the watershed studied is protected by New York State. Over a two-day period in late August 2011, Irene dropped over 11 inches of rain 17 percent of the average annual rainfall on Esopus Creek that feeds the Ashokan.

Yoon found that the volume of water discharged by the creek increased 330-fold, and the creek exported an unprecedented amount of dissolved organic matter to the Ashokan, equivalent to 43 percent of its average annual export. Yoon likened the increase in dissolved organic matter to a person being fed 40 percent of his annual food in a few days.

Although not discussed as often as other water quality topics such as turbidity, dissolved organic matter plays a critical role in the aquatic environment and for the provision of clean drinking water. In moderate quantities, dissolved organic matter also provides food and nutrients for microbial communities.

In excessive amounts, however, dissolved organic matter could lead to numerous environmental problems, Yoon's study found. Dissolved organic matter binds with metal pollutants and transports them; interferes with ultraviolet processes that reduce pathogens in water; affects aquatic metabolism; and leads to the formation of carcinogenic disinfection byproducts, such as trihalomethanes during chlorination.

"All of those problems become more serious as larger quantities of dissolved organic matter are transported to lakes and coastal systems," he said. "Hurricane Irene was a prime example that there is no limit to the amount of dissolved organic matter that can be exported by extreme rain events. Surprisingly, concentrations of dissolved organic matter didn't get diluted."

Raymond said that frequent hurricanes will flush more organic matter out of the ground and into lakes, reservoirs and coastal waters, potentially altering their biogeochemical cycles.

TORONTO - A new poll suggests that most Canadians are quite comfortable with using debt as a financial strategy ? at a time when debt loads have risen to alarming new highs.

The survey, done for bankruptcy trustees Hoyes, Michalos & Associates, finds nine out of ten respondents would consider borrowing money to cover an unexpected cost.

The poll by Harris/Decima asked respondents how confident they were about being able to raise $2,000 within a month if an unexpected need arose.

While 55 per cent said they were extremely or very confident they could raise the cash, 92 per cent said they'd consider borrowing to come up with some of the cash.

Less than half ? 45 per cent ? said they'd never faced a debt problem.

The poll results come as Canadian debt-to-income ratios sit at a record 152 per cent and top officials issue warnings to start paying down debt before interest rates rise.

The findings suggest consumers have been unmoved by warnings that rates will inevitably rise and that the resulting financial burden could sink some households.

"It's frightening to see that Canadians have become totally blase about debt ? it's becoming their new 'normal' and they're numb to this dangerous trend," says Douglas Hoyes, a bankruptcy trustee with Hoyes, Michalos & Associates Inc.

"For many, the use of debt to not only pay for big ticket items like cars, but also to cover day-to-day living expenses, has become commonplace."

Consumers have taken advantage of ultra low interest rates since the 2008-9 recession to heap on low-cost debt.

The Bank of Canada's key interest rate ? which affects banks' prime rates for loans ? remains on hold at one per cent, where it has been since September 2010. Coming out of the recession, the central bank set the rate as low as 0.25 per cent in an effort to stimulate borrowing and therefore the domestic economy.

However, with rates still low as the central bank tries to buffer against a globally depressed economic backdrop, the Bank of Canada has declared household debt the number one risk to Canada's economy.

The Hoyes, Michalos & Associates poll results suggest the trend toward debt accumulation is continuing as 26 per cent of respondents said their debt level is higher than a year ago.

The survey also found that 70 per cent of respondents said they need immediate help with daily financial matters, including paying down debt (20%), increasing savings (16%), and improving cash flow (13%).

Ted Michalos, a bankruptcy trustee with Hoyes, Michalos & Associates said it appears that Canadians are replacing saving for a rainy day with accessing debt to deal with financial problems.

"Canadians are carrying record levels of debt and yet, surprisingly, 62 per cent of those surveyed are comfortable with their financial situation," Michalos said.

"That is quite a disjoint. It's concerning to see that access to credit and taking on more debt has become an accepted part of financial planning," he added.

One-in-five Canadians surveyed said they believe it would take them two months or longer to come up with $2,000, even if they could borrow. Among those who said they couldn't raise the money within a month, 26 per cent said they couldn't raise the money no matter how much time they were given.

"That's a lot of people who are already at their maximum borrowing capacity," Hoyes said.

The Harris/Decima survey interviewed 1,010 Canadians between Aug. 15 and 23. The survey has a margin of error of plus or minus 3.1 per cent, 19 times out of 20.

Last month, a report on Canadian debt trends by TransUnion found the average consumer's non-mortgage debt load rose another $192 to $26,221 in the second quarter ? the highest average debt per person it has seen since it began tracking the variable in 2004.

The quarter also marks something of a turning point as the second consecutive quarter in which debt accelerated following more than a year of quarterly declines.

In July, another consumer credit reporting agency, Equifax Canada reported that consumer indebtedness, excluding mortgage debt, grew 3.1 per cent year-over-year in the second quarter, down from 4.4 per cent in the same period of 2011.

The Equifax study also found that high-interest credit card debt fell by 3.8 in the quarter and consumer bankruptcies were down 4.5 per cent from a year earlier. Meanwhile, bank loans and lines of credit showed very moderate growth compared to a year ago.
